Public and publicly guaranteed concessional debt data from the International Development Association (IDA) is measured in current U.S. dollars. Concessional loans are defined as those with an original grant element of 35 percent or more, a metric quantifying borrowing cost. This data is part of the World Bank's World Development Indicators.
