Chicago's 80 sampled neighborhood clusters were systematically observed in 1995 to record physical, social, and economic characteristics. The Project on Human Development in Chicago Neighborhoods (PHDCN) used a combined videotape and observer-log methodology, with the block face as the unit of observation. Data collection was conducted by trained observers from the National Opinion Research Center (NORC) driving through every block.
