Description
State and territorial executive orders, administrative orders, resolutions, and proclamations for COVID-19 mask requirements were collected and coded from government websites. These data track when members of the public were required to wear masks in public spaces, broken down to the county level from April 10, 2020, through August 15, 2021. The dataset was compiled by the CDC and partners, including the University of Nevada, Las Vegas.
Use Cases
Analyze the duration and geographic spread of mask mandate orders across U.S. counties to study policy adoption patterns.
Map the effective and expiration dates of state and territorial orders to visualize the temporal sequence of public health interventions.
Study the relationship between specific order types (executive orders, administrative orders, resolutions, proclamations) and their jurisdictional application (state-wide vs. county-specific).
Compare mask mandate policies across different states and territories using the coded details of the official legal documents.
Strengths
Data is derived from official government documents or press releases, excluding news media reports, ensuring a primary source foundation.
Covers a defined 16-month period (April 10, 2020, to August 15, 2021) during a critical phase of the COVID-19 pandemic.
Includes data broken down to the county level, allowing for granular geographic analysis of policy implementation.
Limitations
Does not include data on counties that opted out of state mandates, potentially underrepresenting local policy variation.
Effective and expiration dates were coded using only provided dates without time-of-day precision, which may affect precise duration calculations.
Excludes recommendations not included in formal orders and any orders not available on publicly accessible websites, limiting completeness.
