The Victorian Environmental Assessment Council (VEAC) created it by adjusting the 'Vic_Coastline_2008' dataset, manually editing areas with missing islands and connecting rock stacks, and incorporating shoreline data for the Gippsland Lakes. It was published by the Department of Energy, Environment and Climate Action and is available in multiple geospatial formats.
